个人简介
曹春香 中国科学院空天信息创新研究院二级研究员兼博士生导师,现担任中国科学院空天信息创新研究院公共卫生领域空间信息技术应用研究中心执行主任,遥感科学国家重点实验室遥感诊断技术应用研究中心主任;曾担任中国科学院遥感应用研究所科技处处长,遥感科学国家重点实验室环境健康遥感研究室主任等;兼任国家重大计划评委、863地球观测与导航技术领域重大项目总体专家组专家、中国湿地保护协会理事、国家湿地科学技术第一届、第二届专家委员会、国家林草局自然资源普查顾问组专家、中国卫生信息学会卫生地理信息系统专业委员会委员等;《Geomatics Natural Hazards & Risk》、《International Journal of Remote Sensing》等国际学术期刊编委或特邀审稿及《中国植物保护百科全书》编委等;曾受邀到美国、日本、法国、德国、韩国、泰国的科研院所访问交流;1985年被选为中国七位在校大学生的代表之一,随刘延东副总理率领的“中日友好之船”为中日友好做出重要贡献,2012年被中国妇联中国妇女活动中心授予了“第十二届新世纪女性健康生活大型公益活动形象大使”称号,2017年被选为唯一的中国科学院大学的教授代表陪同科学院白春礼院长和中国科学院大学丁仲礼校长等接待了泰国公主玛哈·扎克里·诗琳通(Maha Chakri Sirindhorn)一行,同年被选为中国科学院的代表作为国家谈判团成员参加了UNCCD-COP13,并获联合国防治荒漠化缔约方大会颁发的“一带一路先绿色锋奖”;2024年获中国科学院空天信息创新研究院的“环境健康遥感诊断首席科学家”证书。
在科学研究方面,面向全球创立的“环境健康遥感诊断”交叉学科方向托起了中国在全球该学科方向的首席国地位。开拓的“遥感诊断”技术应用到环境健康研究方面,实现了环境健康遥感诊断框架体系构建、指标体系制定、关键技术研发、诊断系统构筑等,为全国乃至全球典型区域进行空天地一体化适时环境健康遥感诊断提供了科学支撑。围绕带领团队提出的交叉学科方向共发表论文近300篇、主持或参与国家及部委等项目40余项、获软件著作权12项、申请/获得专利14项、出版专著或合著15本、主办专刊6期。为了实现给中国创造品牌学术会议的目标,从2011年以来集成社会各界支援成功主办了10次“环境健康遥感诊断国际学术研讨会”及各级学术讨论系列会议等。历时10年,为了更有效应用环境健康遥感诊断研究成果,研发了全球首台便携式“地基多参数智能环境健康遥感诊断仪”。
在人才培养与合作交流方面,为了培养世界一流高端科技人才,面向全球首次开讲了中国科学院大学的环境健康遥感诊断博士生精品课程,精心培养了包括来自美国、伊朗、泰国、巴基斯坦、尼泊尔、蒙古、印度尼西亚、斯里兰卡的留学生和本土的研究生和实习生70余名,引领行业部门等培训遥感诊断技术人才3000余人,在国内外做学术报告100余次。获中国第十二届新世纪女性健康生活大型公益活动形象大使奖。
面向科研成果应用推广及社会公益活动,2003年联合军事医学科学院创立了《公共卫生领域空间信息技术应用研究中心》,并在不遗余力地推广国产卫星数据及遥感技术应用的同时,与地方联合共建了分布于北京、上海、成都、河北、深圳、福建、江西、内蒙古、陕西、贵州的10个分中心,为地方人才培养/培训和科研成果落地搭建了虚拟现实平台;有效利用社会资源完成了8次“毛乌素沙地星地同步遥感科学实验”,为荒漠化遥感诊断取得第一手资料;积极关注内蒙古的“一湖两海”生态建设,近四年开展了6次实地考察与科学实验。为了推动国产卫星数据的应用和面向行业部门形成实质性的科学支撑,曾带领我国湿地领域等的9家单位的专家学者研发了首套“湿地生态评价指标体系”,该指标体系对我国的73块国际湿地及部分国家重要湿地从湿地功能、健康、价值进行了评价。
综上,曹春香博士为中国在世界上确立“环境健康遥感诊断交叉学科方向”首席国的地位做出了里程碑式的贡献。

学术成果
曹春香研究员回国后,经过十余年的潜心研究于2011年面向全球正式提出了环境健康遥感诊断交叉研究学科方向;于2013年在遥感科学国家重点实验室建立环境健康遥感研究室;通过牵引围绕环境健康遥感诊断交叉学科联合攻关的国际合作工作组来华一起开启了每年一届的“环境健康遥感诊断国际学术研讨会”,为遥感学子们的国际合作与交流搭建了平台。尤其在科学产出方面发表论文近300篇,其中SCI检索论文100余篇, 2013年与美国知名教授联合在《Nature》子刊《Nature Climate Change》上发表的论文(Temperature and Vegetation Seasonality Diminishment over Northern Lands)实现了遥感所在“自然”子刊上论文零的突破;2016年再次在《Nature》子刊《Nature Climate Change》上联合发表论文(Greening of the Earth and its Drivers),与科学出版社签订的《环境健康遥感诊断》、《环境健康遥感诊断指标体系》、《环境健康遥感诊断关键技术》、《环境健康遥感诊断系统》、《环境健康遥感诊断典型应用》系列专著出版合同,历时十多年已全部出版。面向国家重大战略需求提出的多份建议报告得到过省部级以上领导的批示。

对学术活动和研究生培养的重大贡献
- 1994年,参加日本京都府立大学组织的日本海酸雨林考察;
- 2004年,代表中国参加了联合国主题为“Water for the World:Space Solutions for Water Management”研讨会,并做了“Determining Soil Moisture and Land Cover to Assist in Flood Prediction and Early Warning”的主报告;
- 2009年,在曹春香研究员建议下第三十届亚洲遥感会议上首次设立了“空间信息与人类健康”专题,标志着人类健康问题正式纳入到亚洲遥感科学研究领域,并或杰出贡献奖;
- 2010年,在日本举行的第28届国际摄影测量与遥感大会上,曹春香研究员被邀请为第八工作组成员,组织并参与人类健康研究工作组,进一步推动了中国与其他国家在空间信息与公共卫生领域的国际交流与合作;
- 2012年代表中国女科学家参加了第四届中日韩女科学家论坛,共同讨论了面向核能源与核安全的中日韩三方合作问题;
- 应邀担任IGARSS2012“Earth Observation for Public Health”分会主席,并于2013年继续担任IGARSS学术委员会成员及审稿人;

面向国家重大需求提出的多项建议受到有关部门采纳,具体包括:
- 有关青海省积极向航天局争取建设国产卫星示范应用基地的建议报告,得到了青海省省委强卫书记的批示;
- 向国务院南水北调办公室建议《有关建议将遥感技术直接应用于国家南水北调工程建设的报告》,得到了李津成副主任的批示;
- 向国务院扶贫开发领导小组办公室建议《关于“导入空间信息技术进一步促进我国农村扶贫工作”的建议报告》,得到了范小建主任的亲自接见和批示;
- 关于进行“全球典型应用领域定量遥感产品生产指标体系及系统关键技术研究”的建议书获丁仲礼副院长的肯定和批示;
- 为国家遥感中心提交的“生态环境健康遥感诊断”建议书被采纳,并以此思路遥感中心组织相关项目正在为国家撰写“生态环境遥感诊断”公报。
